I’m making a short fan-fic of Sauron forging the One Ring, and I have two breaks from the lore that I’d like to reconcile, if possible.

1. Did Sauron have foresight? More specifically, is it possible that he knew that he would give seven of the Sixteen to Dwarves and the other nine to Men before forging the One for himself?
2. When did Sauron learn of the Three? Is it possible, through spies of some kind, that Sauron learned of the Three before forging the One?

Looking through the “Tale of Years” and “Of the Rings of Power and the Third Age,” I don’t see anything that contradicts the notion that Sauron forged the One with knowledge of the Three. Foresight of the Sixteen is a bigger stretch though.

Is there anything I’m missing? I’m willing to break lore for my project, but I’d rather not if I can avoid it.
