Finally got accepted for my plot last week and it’s a full size plot but I’ve finding it so hard to dig out beds.

There are no established beds just lots of grass and weeds. The plot goes all the way back to the fence and is about twice the width in the photo.

Just digging out the turf and weeds in this small section took hours and the ground is so dry and hard. Is it supposed to be this difficult? Am I doing something wrong?

I had someone mention best to rotavate it all. Then someone else said don’t do that as the couch grass will just multiply. Any advice appreciated.
