It's a skit probably from the 2000s or 2010s. Someone is singing and randomly sings the line "the day my momma socked it to the Harper Valley PTA" from that song.
For some reason in my mind I keep thinking it's Will Forte, but it might be a female, perhaps Kristen Wiig? I can't remember for sure.
Google isn't helping. Anyone remember this skit and have a link or the season and episode?
