DIY Porch Extension/Creation

How feasible would this be as a DIY project - converting the existing frontage (left) to one or other of the sales on the right?

This would obviously require consent (for courtesy if nothing else) from the neighbours, but would it require formal planning permission/buildings regs. sign-off etc.?

Moving bathroom upstairs

Apologies if incorrect sub for this - if anyone would like to suggest a more appropriate one please feel free!

I'm currently conveyancing for a Victorian Terrace (in South-central England (commuter belt)) with an extension bathroom on the ground floor at the back (through the kitchen) (see floor plan below) and in an ideal world would like to move the bathroom up into the third bedroom, and convert the current bathroom into an office (again, mocked up on floorplan screenshot) (the office conversion bit I'm confident I could do mostly DIY).

The house is currently rented, and the bathroom was actually renovated in the last couple of years, so ideally I'd like to salvage some/most of the fittings, but certainly the bath itself and built in shower (not an electric shower), I'm in the position where I would be able to wash at nearby friends for a few days if needs be

I have 3 main questions:

  1. What sort of very rough/ballpark cost should I be expecting for something like this (focussing only on pulling the bathroom upstairs, plumbing, tiling, ?new lights?). I plan to get a few quotes, but don't really have any metric to calibrate my expectations against.

  2. Due to the location of likely existing pipes for the current bathroom and the kitchen below, would it make more sense to place the toilet itself where I've placed the sink on the draft plans? The shower/bath would absolutely be best where I've put it due to the low head room at the anti-shower end of the bath.

  3. Because of where the sink currently is, in the eventual conversion of the existing bathroom to an office, would it make more sense to put a radiator here vs on the opposite wall?
