How to have the best touch experience on Windows?

I use my Surface Pro as a laptop/tablet. The touchscreen on Windows seems usable, but it’s not really a good experience.

Since my Surface uses an ARM processor (similar to mobile devices), I was planning to run Android apps instead. However, I heard that Windows has already ended support for the Windows Subsystem for Android.

I’d prefer running apps natively, especially since most Android apps are built for ARM. I don’t like using x86-based emulators like BlueStacks because of performance issues.

Is it possible to dual boot Android and Windows on the Surface Pro? Also, what do you use or install to improve the Windows touch experience in general, not just within apps?
