What software(s?) will write to playcount tags instead of their own internal DB?

I've been trying and trying to find a way to have my music play count reliably maintained across devices, without needing internet. I've got the music files themselves being copied between laptop (currently windows) and phone (android), and that works great.

However, no matter what I do or try and configure, I can't quite find software that will write the play count to the file instead of to their own internal DB.

Even if it's not the same piece of software on each device, i'm perfectly content to have one app on windows, another on android, and another on linux, as long as they all read and write the playcount in the file.
