
Adult child dependent fehb continuation after fed parent death
Tldr: disabled adult child (38 my sister) dependent lost fehb/health coverage after the annututant (non fed) passed away (feb 2026). Opm jumped gun and autocanceled the health coverage. Bcbs says opm has to fix. Opm says they can't fix, can't tell me the original docs or category that sister was able to continue coverage under. Who do i talk to and what should I say?
I'm entering this info on behalf of my sister who had multiple tbi's many years ago. Our dad (civil service postal employee) was the fed and he passed away over 20 years ago but our mom kept the health insurance thankfully. My sister got the tbi's at age 23 and 24, and was able to be put back on the insurance by age 25 because it met the criteria that she became disabled prior to age 26 and that she wouldn't be able to financially care for herself. Our mother sent in some kind of documentation to get this done and she was never required to fill out new paperwork.
Fast forward to February this year and mom passes away unexpectedly. I filled out the paperwork to stop the annunity and it was sent to opm. I contacted the bcbs and they said we would receive paperwork in the mail to continue the health coverage but ut never came. My sister's coverage stopped without receiving a notice last month.
I have contacted bcbs who said i need to talk to opm. Opm gives me multiple different answers (when I can actually get ahold of them). Recently they suggested form sf2800 but that requires new testing that currently wouldn't be covered and would take significant time. I asked if they could find the original application my mom did to get my sister back on the insurance but they said that this information can't be shared anymore due to the death of our mom and they weren't allowed to share the original reason my sister was approved to go back on the health insurance. They also told me that if she wasn't disabled prior to 18, then she couldn't keep the insurance. I know from my online search that my sister is not entitled to the annuity money but she is eligible to continue the health coverage (see link).
Sister is not eligible for social security insurance due to having some assets. Who do i need to contact and what do i need to ask for to get this fixed? This is driving me crazy as she hasn't even been offered temporary continuation coverage!
