My pool has kool deck. I understand it’s the reason why the concrete doesn’t get hot in the summer sun. But, what is it?

Is it the paint on my concrete, or is it some coating between the concrete and the paint?

I’d like to repaint our concrete and I still would like it to not get super hot in the sun.

As you can see the surface is rather worn. Thanks for your expertise
