Investing in properties with higher yield post-budget changes?

In this scenario, would positively geared properties or higher rental yield properties would be the more preferred option?

I have always looked at Victorian properties and they have higher yields compared to the national average as prices have stagnated. In my head, the higher annual rental yields would be practically the same as selling down set of units of shares except now those shares would have minimum of 30% CGT.
