Given Henry Gyrich's intervention of superheroes and super powered people in the comics, Mr. Charles interest in Jessica Jones, Luke Cage, and from Season 3 Photos *Iron Fist*, he seems to be working for Val to manage street tier superheroes from getting out of hand with the Government.
