Recent Italy Women vs Nepal Women 7-over match raised a bowling rule doubt for me.

In Nepal’s bowling, 3 bowlers delivered 2 overs each in the 7-over innings.

If max overs per bowler are based on the usual 20% rule, I thought in 7 overs it should be:

2 bowlers × 2 overs = 4 overs,

plus 3 bowlers × 1 over = 3 overs,

so 5 bowlers needed.

Same confusion with some 5-over games where 2 bowlers bowled 2 overs.

Shouldn’t a 5-over innings require 5 bowlers bowling 1 over each if the 20% cap is applied strictly?

Is there an official ICC rule for rounding the maximum overs per bowler in shortened matches like 5, 6, or 7 overs?
