Been out of the game for a while and just started a Soviet Union game, going Tsarist. It is April 1936 and I've relocated all of my fleet to Leningrad. I set them to do fleet exercises to improve their skill and it is forcing the fleet to move to the Arctic Ocean to train. What gives? I don't control my own sea zone? It says I have 0 dominance and need 150 at peace??????

I have no control of any sea zone in the Baltic while at peace in 1936
