Trying to find my grandfather’s birth record (1912) – Romania / Ukraine / Bessarabia case

I’m trying to obtain Romanian citizenship by descent, but I’ve hit a roadblock and I’m hoping someone here has had a similar experience.
My grandfather was born in 1912 in a village called Kobolchyn (today in Chernivtsi region, Ukraine – Sokyriany district). At the time, this area was part of the historical region of Bessarabia/Bukovina and later became Romanian territory between 1918 and 1940.
I already contacted archives in Ukraine (Chernivtsi region) and I’m waiting for a response. I also contacted a Romanian legal service, but they refused my case because the birthplace is not in present-day Romania.
My questions:
Has anyone here successfully obtained Romanian citizenship with ancestors from Bessarabia/Bukovina (now Ukraine/Moldova)?
Where else should I search for birth records from that region around 1912?
Are church records (Orthodox, Jewish, etc.) a viable alternative?
Any tips for dealing with Ukrainian archives or hiring local researchers?
Any help or shared experience would mean a lot. Thanks in advance!
