Print quality issues

I have been having this problem since brand new and I cant seam to figure it out. I have tried everything from flow rate, flow dynamics, filament profiles, slowing outer walls down, lowering infill to wall %, retention belts, full maintenence, bolted desk to wall which p4inter is sat on and maybe more that I cant think right now.

I have seen quite a few posts from people having the same problem but cant find any fix at all, would massively appreciate any help.
