Whirligig Saw: What am I missing?

Recently decided to do an umpteenth playthrough of Bloodborne. Was looking through the list of weapons and realised I've never done a build using the Whirligig Saw. I've been out of touch with the community for the last three or so years but after a bit of Googling I saw that it's very much a fan favourite, with a lot of people extolling its virtues in basically every thread or video I see online.

So after a fair bit into my current NG0 on a 50str/25skill/25end build I went to get it from the DLC, upgraded it to +7 (that's as many chunks as I had at the last time I played), slapped the best phys gems I had, and went to try the new shiny toy.

So far it's... okay? A bit underwhelming if I'm being honest. I tried it on Ludwig with a Beast Pellet and Fire Paper and compared to what I see people post all the time, hold down the L2 saw just didn't really seem to do as much as I was expecting. Compared to my +8 Saw Cleaver it actually felt like a marked step down. Tried the same against Ebrietas with Beast Pellet and Bolt Paper and was yet again underwhelmed compared to the Saw Cleaver.

I'm perfectly willing to accept that I may be doing something wrong. Is the Whirligig love just some elaborate overexaggeration or is there a key rune setup I'm missing? Bare in mind I'm still in NG0 and just about to tackle Mensis. Also, is this thing even useful for just fighting mobs or is it primarily a boss killer? Thanks in advance.
