For 360 recruiters in the US, for business development, are you primarily cold calling or cold emailing to get new business?

Looking at changing things up, but feel like there’s so many options and can get lost. I’ve been using RecruiterFlow and SourceWhale.
What ATS/CRM suggestions do you all have? I’ll probably continue using SourceWhale (at least for outreach), but am contemplating moving on from RecruiterFlow. I like SourceWhale projects, but I have a tendency of overthinking it and I make it messy pretty quickly (there's so much you can customize, which is great but bad if you're like me).
Loxo is the only wouldn’t really consider. Didn’t like their customer service and seemed to hit or miss.
Any suggestions between sticking with RecruiterFlow, Recruit CRM, Stardex, Atlas or others?
I do temp and perm in the US across manufacturing, construction, and F&A (formerly did legal attorney contingent).
Please only comment if agency recruiter.
