Delayed Indidividual Performance Review

My manager is supposed to have held a meeting with me before 29th February 2026, proposed my targets for the year, allowed for a discussion about them and then sent me a formal document via the online portal to agree/challenge.

To date I, and the rest of my team haven't received this.

In our team meeting last month our manager made the excuse that he's been busy working on a purchase of the company. And that he hadn't received his so he's using that excuse for all of us not receiving ours yet.

Our pay rise and potential bonus is dictated by our performance against the targets in the IPR. Where do we stand given that it's now 3 months after the fact these should have been presented and agreed?
