CBSE scholarship condition relaxation?

Hi, CBSE applicant got their results yesterday, and due to increased difficultly and a controversial new checking method, pass rates and overall percentage of people scoring above 95% is down by 3% and 7000 students respectively (from 24000 or roughly 1.5% of test takers to 17000 or 0.97% of the test takers).

Personally, I've scored 96.4%. I missed the full tuition scholarship criteria by 3 marks out of 500. I'm not saying its the systems fault, but the difference between 3 marks can easily be attributed to having your paper checked by a different teacher, or getting a harder set.

Even if the university decides to give a 50% off on tuitions, an extra 500,000 HKD just because a student missed the cutoff by a minimal score is a very severe financial burden.

What do you guys think? 3% more students out of 2 million test takers failing is not a small number, and it would be harsh for the University to stay rigid in their expectations.
