I was absolutely blown away by both the film's visuals and its exploration of the psychological impacts/dehumanisation of fascism - would love suggestions for similar films (doesn't have to be anime). (Maybe to save time, I've also seem Oshii's "The Red Spectacles" - which I guess would be a natural recommendation - and wasn't a fan at all).
