In this scenario, since the player to my left discarded the 9 circle, could i pick it up and turn my 9 triplet to a quad forcing me to pick up from the back of the wall?

If the tile from the back of the wall is a 7 circle which is what i need for a pair, is that considered
“robbing a quad”+”self draw” (1+1)?

What does it mean by “pay losses as self draw” in Robbing a Quad?

New to mahjong here

Based on the picture, if i have Little Three Dragon and since two of my triplets are dragon tiles, would my fan score be 5+1+1=7?

Also if i win with a self draw, do i add another 1 making it 8 fan?
