Neighbor cut trees down on public property across the street

Long story short:

A man cut down all the young trees across the street from my house, which is along the lake’s shore (public property). He cut about 20-15 feet of young trees along the shore and threw all the cuttings into the water. Later, I discovered it was a neighbor a few doors down.

Where can I make a complaint? The city? And I would like to remain anonymous.

Earlier, (before I learned it was a neighbor) I called the non-emergency line as he was acting erratic and going ape-shit on the trees and throwing them into the lake. I was home alone and didn’t feel comfortable approaching a man with giant hedge trimmers!! Cars kept stopping to look at him and were also probably thinking WTF?! But then later, I saw him on the porch of a neighbor.

Where do I complain about this person cutting down public property? Also note: These neighbors are not super approachable to begin with… and have scary dogs that always go nuts when people walk by. So I don’t feel comfortable just doing the normal thing of going over and asking why they felt they could/should do that.

Edit: I reported him to the non-emergency line and then called back to give the address of the person, but I am pretty sure they didn’t seem too concerned.
