Need to remove some impulse from the Soveriegn. We're not playing the impulse brawl which is how the Soveriegn is affecting approaching enemies builds.

Impulse needs to be reduced!

Way to much impulse! So much that it spins medium size builds up n away to the point of loss of control of the build that's being shot by the sovereign. This is similiar to the initial perk on the Typhoon that completely stops the build and that perk was removed so I expect the impulse should be at least lessened.
