A family member had hundreds of dollars in toll violations from e-pass and some of them went to the Orange county courts. This family member tried to register a new car and get a new license plate but found out her stuff was put on hold because of the toll violations. She just paid off the e-pass toll violations yesterday afternoon. She still owes several hundred to Orange county. She spoke to a clerk there today who told her she can set up a payment plan, but the clerk might not have been clear about if agreeing to a payment plan and making the first payment would lift the hold on the registration and license plate renewal. A separate site also says her license will be suspended by the 27th of this month unless she pays the tolls.

AI(ChatGPT and Gemini) was unclear too. So for those of you who have been in this situation or know someone who has been in this situation, will setting up a payment plan and making the first payment lift the hold, or does she have to pay off 100% of the tolls before the hold lifts (in which case the payment plan would be pointless). And will entering the payment plan stop her license from being suspended on the 27th?

EDIT: She no longer lives in Orange county, so it's not going to be easy for her to go to an office there.
