Prolonged massive stuttering at random intervals

I've been around PCs for a long time. I've never had an issue even somewhat similar to this before. I got a new PC last year, and overall I think it's been solid. However, Fortnite specifically, has a stability issue I've never experienced before.

The Issue: At random moments (seems to be increasingly more frequent the higher the graphics settings are turned up) I will drop from 200+ FPS down to about 50-60 (or sometimes 30) and it remains there over the course of several seconds, sometimes close to 10 or more, and it feels like the game is in slow-motion.

Hardware specs:

Ryzen 9800x3d

Gigabyte 5070 Ti Gaming OC

32GB Kingston Fury DDR5 (tried all different EXPO profiles and disabling it entirely as well)

Crucial P3 Plus NVME drives (tried Fortnite on both drives to rule out faulty hardware)

MSI X870 Gaming Plus Wi-Fi motherboard

I've done so much troubleshooting regarding this I can't even list everything I've tried. I know the game is horribly optimized on PC, but what is boggling me is the fact I cannot find any reports on a similar issue for any other users. What is also weird is the fact I cannot seem to reproduce this issue on any other graphically intensive games (BF6, The Finals, COD, Battlefront 2)

Fortnite is one of the main games I played, and I noticed it happening pretty instantly after receiving the PC, so at that point everything was virtually untouched and fresh.

I definitely think it's a driver conflict of some sort. When I was running HWINFO, I did notice the GPU power draw dropped significantly during those stutter episodes (around the 200watt mark normally, but when those episodes occur it drops to around 150), and its utilization evidently drops as well.

I took a screenshot of what's happening with the CPU, and it seems like that's the root of the issue (shader compiles?) but there's a craaaaaazy uptick in latency, see here:

Not that care too much about the game, but giving I spent a good amount of money on this PC, it should not be doing this lol. And what's frustrating again is that nobody else seems to be having this issue, which is absurdity.

One other thing I'll note, this specific case only happened once. It started stuttering horrendously and it actually wouldn't stop, so I had to quit Fortnite entirely. However, even after I did that the operating system was still exercising the same stuttering. Checked task manager and everything seemed OK, so I restarted the system and then it was fine. Only happened once, but still weird nonetheless.
