What skills should I develop? How should I develop them when the opportunities aren't there?

I took a job 3 years ago with a small company (remote in Alabama) that mainly contracts with the DoD. I had no prior coding, or any meaningful computer experience because I served in the army. In the past 3 years I've been using SQL and Python a little but mainly with the help of AI when we develop requirements and test features. I've volunteered for lots of additional tasks and projects, pioneered my team's adaptation of using Power BI for our clients. The work has started to slow and while I'm still getting paid, our clients aren't really giving us meaningful work. I've looked at other business systems analyst jobs but it seems like those positions are doing a lot more than what I'm doing. Seems like a lot of employers want end to end ownership of the ETL process and any data visualization that comes with it whereas my company has only had us doing data visualization in a static environment.
