Succulent help

Hi,
I’ve had this succulent for about a year now and I recently moved it back outside because temps were warming up (located in Boston). It has slowly been getting worse and I’m not sure what it needs. It’s on my balcony facing west, it gets some partial and some direct sunlight.

Also peep the snapdragon that I’m pretty sure I killed when i accidentally clipped it way too low when it got really long and I was trying to let it make new branches. Would LOVE advice on that too bc snapdragons are my fav.

I water the plants about once a week (maybe less) but it rains pretty frequently during Boston spring. I have drilled holes in the bottom of the planter to try and allow for better drainage but the soil is too tightly packed I think. The soil was in the planters when I got them a year ago, I’m a teacher and they were a “gift” from my schools gardening club. I’ve used coffee grounds and banana peels to occasionally fertilize it. There’s chives growing right next to the succulent that are thriving so not sure it would be a soil issue?
