EDIT: I am a fool and this was resolved with Steam's initial response. I just can't type my own password it seems. All is well with the world. Thank you all who did reply!
6:30pm yesterday: Account compromised after my brother in law's steam was hacked and sent a seemingly reasonable request given who he knows "Hey, my friend is doing a CS2 tournament, can you vote for them in something" type message that seems legit given his friend group, but was a phish.
6:54pm yesterday: Recovery request put in
by 8:24pm: 4 updates from me with additional proof of my account and the account is locked by multiple of my friends reporting it as compromised.
2:54pm today: "It looks like you now have control of the account, we unlocked it"
Um...no?
2:59Pm today: I try to reset password, get error saying self-recovery is not available
3:35pm today: Hey steam, if all you did was unlock it, I think you just gave the account back to the hacker. Can we do a forced password reset?
4 pm: No update, still get the 'self-recovery not available' response.

I just wanna play my games again :( is there something more I can do?
