Based on what we see published for criteria, my daughter qualifies for a disabled person's railcard in the UK ( She is non-hearing and wears hearing aids, heart condition, non-speaking and unable to operate a motor vehicle.) She applied and included a letter from her medical provider explaining her disabilities and need for assistance when traveling. Her application was denied with reason stated that they do not have the financial means to verify medical letters from outside the UK.
We have scoured the rules and regulations and see nothing that limits the railcard to UK residents, yet their reasons seem to exclude her because she lives outside the UK.
Any advice or suggestions?
