Nepal’s “accountability mayor” now sits in Parliament. But Rs 70 million raised in his name has never been independently audited.

Truth 1 — The Donation Machine With No Books
Rs 70.4 million was collected for one water project alone. An executive meeting agreed funds must go into the city’s bank account. The minutes were later changed on the mayor’s orders. Money flowed directly to his group instead. No audited statement has ever been published.

Truth 2 — Illegal Parks on a Court-Protected Watershed
He built parks on Sardu riverbank — protected forestland under Nepal’s Forest Act 1993. A Supreme Court interim order dated February 10, 2023 prohibited any change to that watershed. The parks went up anyway. Nepal’s Auditor General declared Rs 11 million spent on them as “undeclared.”

Truth 3 — He Publicly Defied the High Court From Abroad
He delegated acting mayor powers to his uncle-in-law, violating the Local Government Operation Act 2017. The deputy mayor went to the High Court. The court ruled against Sampang. From the UK, he fired back on Facebook: “I was not elected by any court. Don’t make me hurl expletives.”

Truth 4 — Statue Donations Into a Personal Account
He collected from Nepalis worldwide for the Sumnima-Paruhang statue. The money went to a personal bank account through a private foundation. Nepal’s Chief District Officer confirmed no formal approval under the Donation Act 2030 was ever sought.

Truth 5 — Supporters Entered the City Office With Khukuris
In June 2025, Sampang allegedly sought retroactive municipal payments for a completed construction project. The deputy mayor refused to authorize payment citing legal violations. Sampang’s supporters reportedly entered the municipal office carrying khukuris.

He now stands in Parliament demanding other politicians open their accounts.

Nepal has a CIAA. Sampang is now an MP calling for asset probes of others. His own donation records remain unaudited.
