I know the Pope can't create the Roman Empire because he's theocratic, but I'm wondering if you can give it to him if you have another Hegemony (e.g., India, or a custom one if you have a mod) that you then make your primary title.

Since 1.18 but especially with 1.19, if I play anywhere near the Steppe, I get 3-5 tributary requests every 2 weeks. I think I remember there used to be a mod to auto-accept or suppress these, but I can't find it. Can anyone help me out?
