Question: How does the differences between sped levels get designated?

I showed up to a lvl 1 assignment at a different school than usual today. Two staff trying to hold down the fort and a 6 student class of MLSS 3 BIPs for disruptive behavior and violence. I'm wondering how in the world this could be qualified as a level 1 sped classroom?

I've been subbing full time a year now and I've only encountered this in Lvl 2/3 classrooms, have I just been lucky?

Is anyone able to provide me more insight before I decide to begin the arduous process of getting a straight answer from 1) the school and 2) Kelly
