I find this strange furry crystalline stuff inside old metal halide light fittings all the time. Any ideas what it could be?

These are lights that have been on 24/7 for over ten years now, I change them to LED when they pop but they've always got this furry stuff on the inside. Obviously it gets very hot in there so there's oily residue from the plastic, but I wonder if this is something from the lamps when they break?
