I don't fully know the cookie run universe lore so sorry if this was already answered in story.

We have witches who created cookies. However, we also have incredibly powerful cookies as, for example, Sugar Swan and Timekeeper cookie who affect the world and timelines. The question is who is more powerful - these cookies or witches? And how, supposedly, cookies like these were created?
