please help me find this:

there is a narration quote or possibly a footnote about how Vetinari operates. something like “he applies the proper pressure in the right place, be that an army between two countries or a dagger between two ribs” I just cant find the actual quote.

I don’t think it’s a quote of Vetinari actually talking, I think it was the narration but I’m not sure, it may have been someone else talking about him?

I was trying to describe his type of ruthlessness, he doesn‘t use more force than necessary but he also doesn’t hold back when necessary.

if the series weren't mostly comedic he would be Terrifying as a villain, honestly he can Still be terrifying when he chooses to be.
