I think I've found a fix for bugging employees and dealers.

Whenever they're stuck, just press E to talk, and escape the convo.

It fixes it on my end.

So, after I exploded the mansion, I could point my gun and kill the police, just stand in front of them and they just be like: We don't mess with you anymore?!
