Does everyone pay for the refrigeration charges on milk packet in Mumbai? i.e. 1 Re per packet of 500 ml milk?

So 4 packs 4 Rs extra.

It would sound logical that if you buy in the evening and pay refrigeration charges. But when you buy in the morning when they have not even kept it in fridge is insane!

I have also been to Delhi & Jaipur. There they don't charge any refrigeration charges even if you buy at night or afternoon!

Any thoughts?

Does anyone know any rickshaw wala or any tempo wala in jaipur who can pick up my parcel from a bus (a carton) and deliver it at home?
