Please could someone tell me what this could be?

I’ve just noticed this on my 15 year old little dog which I have no idea what the breed is and am not sure what the heck it is. It’s this sort of popcorn kernel looking thing and I’m worried it could be a tick as i can’t really wiggle it out. Any help will be appreciated. Thanks!
