PGWP Reconsideration Refused, what now?

Hello, like a lot of people, I made the mistake of not including a language test with my PGWP application. Entirely my fault and I feel incredibly stupid about it.

After getting my refusal, I quickly took an IELTS test, got a score of 8.5 overall (9.0 in Listening and Reading, 8.5 in Writing and 8.0 in Speaking), as advised by a lot of people, I submitted a reconsideration request with my test result document, however, after nearly 3 months of silence, today I got the reply of "I have reviewed your request for reconsideration and find that there are insufficient grounds to merit reconsidering the decision. You were provided with the reasons for refusal by letter fully concluding your application. After considering the additional submissions, the initial decision on your application remains unchanged."

It's already been well over 180 days since my graduation, just getting the refusal letter alone took over 250 days. I've had to leave Canada since I could not support myself there without being able to work. (I technically still am within the 90 day period for restoring temporary residence status, however I think since I'm already outside of Canada, it doesn't matter?)

Am I just completely doomed? Is there literally anything I can do? I've been panicking a lot and every new information I find has been overwhelming me even more.

PGWP Application Refused - Unsure What to Do Next

When I applied for my PGWP, I was rejected, with the reason given being "You did not submit evidence to demonstrate that you meet the minimum language level requirements, as such you are not eligible for work permit in this category." My bad. I did not know this was a requirement, as it was not listed in the document checklist and was apparently supposed to be submitted as "Additional Client Information."

Once I gave IRCC a call, they advised me that if I took a language test quickly enough and submitted the result as an additional document via webform, they might reconsider their rejection decision. I did exactly that, took an IELTS test (General Training option, as specified in the Canadian Immigration Website), received scores of 9.0 on Listening and Reading, 8.5 on Writing and 8.0 on speaking, 8.5 Band Score overall. This passes the requirement benchmarks. I've also checked in with the IRCC to confirm the test result document was received.

Today, I've finally heard back from an IRCC officer regarding my request, which they replied with "I have reviewed your request for reconsideration and find that there are insufficient grounds to merit reconsidering the decision. You were provided with the reasons for refusal by letter fully concluding your application. After considering the additional submissions, the initial decision on your application remains unchanged.

Should you have different or additional information, you may wish to submit a new application and applicable fees."

I don't understand in which grounds this was found insufficient. I would understand if I was told "You may choose to re-apply with this information", but "Should you have different or additional information" makes me believe something is still missing and I don't understand what, because they would not clarify what was found insufficient. So even if I did re-apply, I'm still potentially missing something I don't understand. I submitted a webform, asking for clarification on what was still found insufficient, though I'm not sure if they'll respond in a way that explains anything.

In addition, I'm not quite sure how to apply for a restoration of my status, if I do choose to re-apply. My graduation has exceeded the 180 day limit (By the time I received my rejection message, the 180 days were already long over), so I'm aware I likely cannot re-apply for a PGWP specifically, but I also don't quite understand how to apply for a status restoration either, and what kind of work permit I can apply for. All the online guides talk about the steps needed, but never show *where* and *how* to actually apply online for restoration (Or which options to choose in the IRCC account page, anyhow). I have an IRCC account, though it does not give me an option to actually apply for Restoration. If someone knowledgeable has a step by step detailed guide on everything I should do next, I would greatly appreciate it. Thank you.
