The sheet music for grade 1 piano fireworks minuet by Handel arr. Alan Bullard suggests playing the middle c of the first and third bars with the stretched thumb of the right hand. It seems a lot easier to hit with the left hand since that thumb is already going to be there. Is that what the dotted lines are telling me? Is it OK to play with the left hand? It's much much easier to play the entire line on the left hand but I figure that it must have been printed that way for a reason.
