I’m having a lawn irrigation system installed, and the plumber came out today to create a hook up for the irrigation system to attach to. He disconnected the old pipe leading to my exterior hose faucet and attached a new (larger) pipe to go outdoors.

Why would he leave the old pipe in place? Is that normal? Pics below
