Is plug in ("balcony") solar dangerous

Colorado just legalized Plug in or "balcony" solar panels and while it seemed interesting at first I looked up how it works and it seems like purposefully back feading the panel. Basically it's a solar cell that plugs into a 120v receptacle to put power back to panel. This seems incredibly dangerous to me especially if it's not a dedicated circuit. But I'm not the best with this sort of calculations so I'm interested in more input on the matter.
