My head canon is H.R. was just as smart as his counterparts, but he didn’t show it on purpose.
It always seems like he led them to the answer for their problems in a way that seemed simple, but it was actually very effective. And he just wanted to do what he actually enjoyed which is why he was writer rather than a scientist. Even so he gave simple insights that helped them improve tech or problem solving even though supposedly he wasn’t well versed in those areas.
He seems to me at least like one of those characters that doesn’t try to be the smartest in the room on purpose, because he already is.
Just a thought.
