No Gore and Bodies won’t Dismember, Can’t figure out why

So I had this load order for a while and could never get any gore or anything. So I added Realistic Gore and Dismemberment, and also Fallout IV Gore Overhaul 3.0, and I’ve still had no luck getting any body parts to be shot off or anything. Maybe they now conflict with eachother but I was having this issue way before I added either of them so I’m utterly lost and confused on what could be causing this. Please help!
