Raichu 40/99 Next Destinies Cosmos Holo - Is this a swirl? Value Check NM

Hi all, some help please. I have this Raichu 40/99 cosmos hollow card, I’ve seen on eBay some sellers mentioning a swirl pattern in the hollow, driving up the price. Can you please take a look and let me know if it’s a legit swirl and what I could be looking at value wise in NM. The swirl I see is over the lamp post. Thank you.
