Deer got to our Kishu mandarin tree before we were able to put fencing around it. It’s been like this for a couple of months now. There has been new growth but it’s towards the bottom of the tree, about a foot off the ground. I think it’s fruiting?

Should I leave it alone? Also, should I be pruning some of the eaten top branches off? I’m new to all of this so not sure what is best. Thank you.
