I have an "issue" in my elemental focused campaign and would like some advice!

*obligatory sorry for bad grammar if any, english is not my first language*

So, I've wanted to make a campaign with an emphasis on exploiting elemental weakness, giving enemies resistances to some types of damage and adding weakness to others, giving players weapons with element damage along with scrolls, grenades and whatnot.

My main "issue" is that in my mind things where something like "hm, if they go against that enemy that is weak to cold, that ice storm scroll is gonna be useful" when in reality is going to be more like "I cast frostbite, the monster have weakness 15 to cold right?"

So yeah, because weakness works like a proc they just need to HAVE the damage type, and while I'm ok with this for easy fights. is not exactly what I have in mind for more complex fights.

To counter this I just thought of NOT giving enemies the weakness, I mean, if the monster is resistent to everything but cold, by default cold is the most efficient damage, and this time that ice storm is way more appealing than frostibite.

So... what you guys think? is that really an issue at all? is my workaround good enough?
is the idea itself not suited for a game like PF2?
