I think there is some truth to this,, and D has multiple meanings in a sense that it combines diffrent aspects, so maybe this is it?
I think Oda DID plan the gods, mainly during skypiea where he tought they would be introduced, But oda wanted to do so much more with his stroy and wanted to "save" the idea of gods later, but it kept getting pushed back further and further, and he would only give us tiny mentions. During wano, He realized now was the time to use his 4 gods plan.
he had it planned from skypeia, he js never had a good chance to use it in a way he likes.

As an Usopp fan, I acctually understand the hate and slander he gets
Elbaf was gonna be his arc, MANY MANY moments eluded at usopp connecting with the giants and being a leader to them. Oda Created so much for this guy and we havent got a SINGLE pay-out.
Current Usopp pisses me off, and I hate how Oda managed to do that
Pre dressrosa and Pre-timeskip, Usopp Showed how strong and inspirational he can be MANY TIMES. Loda Gave this man SO MUCH ATTENTIOn pre-timeskip, making him very fleshed out and well written
Water 7 and Ennies Lobby where the Peaks of his character and Oda gave so much love and passion into usopp,making him one of the most well written characters with LAYERS of depth and emotional and metaphorical writing
NOW, Usopp became a useless background character that is ALWAYS scared and is now only comedic. I have been Patient with oda, letting him build up Elbaf so Usopp can shine but now; Im loosing hope becuase the climax has started and nothing is in store for usopp. The ONLY thing i can think of is an ASSPULL. Loki DIES and Usopp gets ragnir which would be horrible thing for both of them. Even now, his death would be meaningless
I can accept Usopp dying becuase i KNOW thats almost 100% necessary for his dream.

for me, his personal struggles, his self esteem and self worth issues are something I can relate to and his character and his bravery that we have seen changed me for the better. now, I cant lsee him the same.
