So what happened to the US's and USSR's nukes in the 80s? Where do you put a nuke if you don't want it anymore? Can you just throw it away? I assume not because it's still dangerous wherever it is, right?

At 12:22 he says that, as the balloon and wall are both insulators, electrons aren't getting transferred, but at 12:03 he says the balloon "steals electrons" from your hair when you rub them together. Hair is an insulator. Why is the wall any different?
