For me, this Donald design is super cute and adorable-looking (even though he literally stole Mickey's clothes to get into Goofy's restaurant at the beach in "No Service"). He and Daisy's designs make them look like a very cute duck couple (which apparently happened after the events of "The Adorable Couple", the short where Mickey and Minnie try to make Donald and Daisy become a happy couple like them). His temper is even more funny and exaggerated, as seen in shorts like "Split Decision" and "House Painters". However, despite all the screaming and temper tantrums, he always cares about his friends and family.
Donald even maintained his charm in this show. For example, in the short, "Captain Donald" it's revealed that although Donald isn't actually a real sailor, he says that Daisy bought him his iconic sailor suit (blue shirt with white buttons, red bow tie and blue sailor hat) because she likes men in unifrom. He's also shown to be scared of going to the doctor when he got "Flipperboobootosis" (a rare foot condition that caused his foot to swell), which reminds me of how I used to get scared of going to the doctor when I was little. Of course, the saddest thing that has happened to this specific version of Donald was in "Duck the Halls: A Mickey Mouse Christmas Special", where he risked his life just to spend Christmas time with Mickey, Minnie, and Goofy instead of going south with Daisy, Scrooge, Huey, Dewey, and Louie (even though they have celebrated Christmas in several other Disney productions).
Also, I think Donald MIGHT be the youngest member of the Sensational Six. In both animation and the Floyd Gottfredson/Carl Barks comics, Donald, despite being an adult, is sometimes shown as smaller and younger than any other adult character--even Mickey. He's likely impatient and immature in the Paul Rudish Mickey Mouse shorts due to him being the youngest (I think).
However, the short "Potatoland" is where Donald is at his absolute cutest. Both he and Mickey make Goofy's dream of visiting Potatoland come true by actually building the park for him, which is super heartwarming. Later at the end when Mickey finally admits to Goofy that Potatoland isn't actually real, and reveals that both he and Donald stayed up all night to build it, and when the two tell him they just wanted to make his dream come true, Donald takes off his hat and blushes (which I think is really adorable, and very Donald-like).
Overall, this design of Donald is exceptionally cute and he looks so cuddly and squeezable, especially when Paul Rudish made Donald's bow tie a little bigger than his shirt and his hat being very big and puffy. Of course, Donald's current VA, Tony Anselmo, does a great job voicing the character as always. This design of Donald is a nice modernization of both his original and modern designs. It very closely resembles his late-1930s design, complete with the white buttons on his shirt restored and his red bow tie from the comics. It's nearly impossible not to find this design the cutest version of Donald you've ever seen especially because of how creative and unique it is.
