My next door neighbor installed a 24” vinyl wall topper across the entire length of our shared wall without notifying me about the install at all. I came home from work and it was just there. It looks terrible from the street and mostly all the other neighbors agree its an eye sore. My backyard feels like a prison with the wall so high. Can they legally have this installed right on our shard wall without even telling me about it?
